The City of Vernon continues to work with the Centers for Disease Control and Prevention and the California Department of Public Health to remain informed on the latest developments related to the Novel Coronavirus 2019 (COVID-19) pandemic, as the situation continues to evolve. The City of Vernon is closely monitoring the situation.

COVID-19 is a highly contagious respiratory illness that can spread from person to person. Its symptoms include fever, cough, and shortness of breath, and may appear in as few as 2 days or as many as 14 days after exposure. Please see these FAQ for more information.

Residents of Vernon are encouraged to stay home as much as possible while only participating in essential activities, such as critical work functions and shopping for necessities. Social distancing will help to protect all in our community.

IMPORTANT CITY INFORMATION

Due to the Novel Coronavirus (COVID-19), City Hall Non-essential services have been suspended until further notice. City Hall facilities are now closed to the public.

While the City is committed to supporting all residents and will continue to provide essential services, the closure of City Hall is a necessary step to help protect the public and prevent the spread of the virus.

For your convenience, a payment drop box has been installed on the exterior wall of the 1st floor entrance to City Hall (to the left of the double-door lobby entry). As an alternative, you may mail payments* to:

      • GoldenTALK is a chat and crisis line for seniors who are 60 years of age and older. The chat line assists seniors facing social isolation through warm conversations and also provides referrals and works closely with multiple agencies within Los Angeles County in the event of a crisis. GoldenTALK team members also make outbound calls for wellness checks and appointment and referral follow-ups.

      • 211 LA is the central source for providing information and referrals for all health and human services in LA County. The 2-1-1 phone line is open 24 hours, 7 days a week, with trained Community Resource Advisors prepared to offer help with any situation, any time.

      • The Veterans Crisis Line is a free, confidential resource that is available to anyone, even if you are not registered with VA or enrolled in VA health care. Responders at the Veterans Crisis Line are specially trained and experienced in helping Veterans of all ages and circumstances.  If you are a Veteran in crisis or concerned about one, caring, qualified VA responders are standing by to help 24 hours a day, 7 days a week.

What's New

The Los Angeles County launched new interactive digital dashboards, connecting residents to the latest updates on COVID-19 impacts. The digital dashboards include information on the number of COVID-19 cases, emergency proclamations, and information on the openings and closings of parks, recreation sites, and schools throughout Los Angeles County. The dashboards are available online at www.lacounty.covid19.gov/dashboards.
On April 3, Governor Newsom signed Executive Order N-43-20 to extend protections to medical providers, as the use of video chats and similar applications to provide routine medical appointments is amplified in an effort to reduce the patient's exposure to COVID-19. The order relaxes certain state privacy and security laws for medical service providers so that they can offer telehealth services without the risk of being penalized. In addition, Governor Newsom signed Executive Order N-44-20, which expands consumer protection against price increases as California continues to respond to the COVID-19 pandemic. The order generally prohibits sellers of any kind from raising the prices of food, consumer goods, emergency or medical supplies, and certain other items by more than 10 percent. The purpose of the order is to ensure that consumers can buy what they need, at a fair price. On April 2, Governor Gavin Newsom signed Executive Order N-42-20 which restricts the shutdown of water service to homes and small businesses as the state responds to the COVID-19 pandemic. Additionally, the executive order will restore water for occupied residences that may have had their water service turned off as of March 4, 2020, which is when the governor declared a state of emergency due to COVID-19. This executive order will serve to help people who have been financially affected by the COVID-19 pandemic.

On April 1, the California Department of Public Health (CDPH) released a guide on facial coverings. Read that guide here. While there is no need to wear a face mask/covering when you are in public, it is an additional way to help curb the spread of COVID-19. Please note, however, that it does not replace the requirement for social distancing.

In March

Last week, Governor Gavin Newsom issued a Stay at Home order and the Los Angeles County Department of Public Health announced its Safer at Home order. These orders require that residents must stay at home unless food, a prescription, or a quick jaunt for fresh air is needed.

This week the Los Angeles County Department of Public Health issued two additional Public Health Emergency Orders dictating new Quarantine and Isolation measures. These new Orders ensure that individuals who test positive for COVID-19, and those who are told by a clinician they are presumed to be positive for COVID-19 are required to self-isolate for a specified period of time.  Also, on March 27, LA County Public Health Officer Dr. Muntu Davis issued an addendum to the Safer at Home order announcing closures to beaches, trailheads, piers, beach bike paths and beach access points in LA County. These sets of closures are in addition to the previously announced closures of public trails, and will remain in effect until April 19, 2020.

On March 25, 2020, Governor Gavin Newsom announced a major financial relief package for millions of Californians suffering financially as a result of the COVID-19 outbreak.

The Secretary of the Treasury has announced that the income tax filing and payment deadline has been extended to July 15, 2020. Taxpayers and businesses will have until that date to file and make any necessary payments without penalty or interest.

On March 27, 2020, U.S. lawmakers approved a $2 trillion emergency relief package designed to alleviate some of the worst effects of the swift economic downturn currently underway as a result of the coronavirus pandemic. The plan marks the largest rescue package in American history. The legislation covers an array of programs, including direct payments to Americans, an aggressive expansion of unemployment insurance, billions of dollars in aid to large and small businesses, and a new wave of significant funding for the health care industry. The agreement is an expansion the CARES Act — the Coronavirus Aid, Relief, and Economic Security Act — to provide relief to virtually every rung of the U.S. economic ladder.  This Q & A  offers information on how this stimulus package will impact you.

The Department of Finance moved $1.3 billion emergency reserve fund dollars, part of the State's overall reserves, to immediately combat COVID-19. These funds will go to personal protective equipment and critical medical supplies, enhance the surge capacity of hospitals and medical facilities and procure other items necessary to support the State's efforts to protect public health and safety and reduce the spread of COVID-19.

Medical Evaluation/Testing

AltaMed has expanded their care with "outdoor assessment" areas to triage patients. With these Evaluation Centers, members of the community do not need to seek medical support at large hospitals, but rather, they may use clinics to access the care they need. To initiate a visit to an AltaMed Outdoor Evaluation Area, please call their Patient Service Center at (888)-499-9303 toll free or (562)205-4390.  This initial call will determine if patients should stay home or if their condition warrants a visit for evaluation.

Please note that COVID-19 testing is also available to those at risk in the City of Los Angeles. More information is available at corona-virus.la.

Los Angeles County
Los Angeles County opened new access testing sites, increasing COVID-19 testing capacity for residents throughout Los Angeles County. Tests are available 7 days a week from 9:00 a.m. at 4:00 p.m. for those who meet certain criteria and make an appointment. At this time, the COVID-19 tests are limited to residents with symptoms, and those in the high-risk and most vulnerable category of Los Angeles County who meet the following requirements:

• 65 and older;
• Have underlying chronic health conditions including Diabetes, Heart Disease, Hypertension, Chronic Lung Disease, Moderate to Severe Asthma, and those who are Immunocompromised (for example, vulnerable as a result of cancer treatment);
• Have been subject to a mandatory 14-day quarantine period because they have been exposed to an individual with a confirmed case of COVID-19 and have more than 7 days of the 2-week quarantine period remaining.

COVID-19 Screening Tool
Created in partnership with the CDC, the White House Coronavirus Task Force and FEMA, Apple has released a COVID-19 website, and COVID-19 app.  If you think you or a family member have been exposed to COVID-19, you can evaluate symptoms via the in-home screening tool and obtain information about your next steps.  More information is available at: www.apple.com/covid19 .

Housing

On March 27, 2020, Governor Gavin Newsom issued Executive Order N-37-20 banning the enforcement of eviction orders for renters affected by COVID-19 through May 31, 2020. The order prohibits landlords from evicting tenants for nonpayment of rent and prohibits enforcement of evictions by law enforcement or courts. It also requires tenants to declare in writing, no more than seven days after the rent comes due, that the tenant cannot pay all or part of their rent due to COVID-19.

City-Owned Housing
Current City of Vernon lessees who experience a financial hardship as a result of COVID-19 may apply for a temporary adjustment to their monthly rent. Lessees shall complete and submit a Financial Hardship Application Form.

Housing at Vernon Village Park
Tenants who have been financially affected by COVID-19, should contact the property management office. Management will work with residents to arrange Promise to Pay Agreements. No late fees will be charged in April.

Property Tax
Starting April 11, the day after property taxes expire, individuals who are unable to pay on time for COVID-19 related reasons can submit a penalty cancellation request online at the website www. ttc.lacounty.gov. See the Frequently Asked Questions About the Impact of COVID-19 on Property Taxes.

Federal Response
U.S. Lawmakers passed the Families First Coronavirus Response Act (FFCRA). The FFCRA establishes paid sick leave for affected workers, additional unemployment provisions, free testing, and other health and welfare components.

State Response
The State of California's Employment and Development Department created a site with information regarding the Coronavirus 2019 (COVID-19). If you became unemployed or have had your hours reduced because you may have contracted the coronavirus, or may be quarantined, or may be unable to work because you are caring for an ill or quarantined family member, you may be eligible to file an Unemployment Insurance (UI) Claim. You will need to file your claim in the first week that you lose your job or have your hours reduced. Your claim begins on the Sunday of the week you submitted your application. For more information on benefit programs available to help California workers who are losing wages due to the impacts of the Coronavirus and how to file your claim online, by phone, or by fax or mail, please visit www.edd.ca.gov/about_edd/coronavirus-2019.htm .

Governor Newsom has waived the one-week waiting period for people who are unemployed and/or disabled as a result of COVID-19. In a separate executive order on March 17, Newsom allowed Medi-Cal, CalFresh, CalWORKS, Cash Assistance for Immigrants and In-Home Supportive Services recipients to continue receiving program benefits for three months without interruption or a reassessment of their eligibility.

Mental Health
The Los Angeles County Department of Mental Health (LACDMH) supports the wellbeing of our County family, friends and colleagues. When you hear, read, or watch news about an outbreak of infectious disease, you may feel anxious and show signs of stress—even when the outbreak affects people far from where you live and you are at low or no risk of getting sick. These signs of stress are normal and may be more likely in people with loved ones in parts of the world affected by the outbreak. During an infectious disease outbreak, care for your own physical and mental health and reach out in kindness to those affected by the situation. For Veterans
The Department of Veterans Affairs (VA) is working closely with the Centers for Disease Control and Prevention (CDC) and other federal partners to monitor the outbreak of the virus.  Veterans are able to contact their medical provider through the VA Video Connect mobile app.  For information on available telehealth options and what the VA is doing regarding COVID-19, please visit www.va.gov/ or call 1-800-827-1000.

DMV
All Department of Motor Vehicles (DMV) public offices are temporarily closed. Please use other service options to complete your DMV transactions. The California DMV has also asked CA law enforcement to use discretion on enforcement of driver license and vehicle registration for 60 days, beginning March 16th, 2020.
