Requirements for Permit Submission

 All work shall conform to the 2016 California Building, Electrical, Plumbing, Mechanical and Fire Codes as amended by the City of Vernon Ordinance No. 1237. The ordinance amending the building, electrical, mechanical, plumbing and fire codes are available online and at the City Building Department counter.

plansPlan Requirements

  • Plans shall be on minimum 11 x 17 (ledger size) papers.
    •  8 x 11 sheets are acceptable for plumbing, mechanical and electrical
  • Plans and specifications shall be drawn to scale. A north arrow should always be included on the plans. 
  • Plans shall be of sufficient clarity to indicate the location, nature and extent of the work proposed (address needs to be labeled on plans).
  • Plans shall show in detail that the project will conform to the provisions of the applicable building, electrical, mechanical, plumbing and fire codes and ordinances. 


Number of Plans

  • plans2Three sets of plans for structural and two sets of calculations (for new development or building expansions).
  • Only for large electrical drawings or loads of 50  kW or more.
  • Three sets of plans for non-structural.
  • Non-structural plans will be reveiwed in-house by the plan checker. 
  • Electrical - green sheets are acceptable.
  • Four sets of plans for any fire permit.
  • New development or major building expansions, and plans with calculations will be sent out to an outside consultant for review. 


Initial Submittal Requirements

  • Completed Permit Application(s)
  • Plan check fee to be paid upon submittal (fee is based on the total value of the work).
  • Submittal plans and specifications.
  • Applicable documentation including structural calculations and Title 24 energy calculations (2 sets of each is sufficient for building) (3 sets of calculations for fire).
  • Mechanical, electrical, plumbing and fire, where required, must be submitted separately. Please provide separate plans for each discipline. 


Re-submittal Requirements

  • Written response to plan check corrections referencing permit/plan check number.
  • Original plan check markup plan set (not required for electrical).
  • Three sets of revised plans for structural and non-structural.
  • Only for large electrical drawings or loads of 50 kW or more. 
  • Two sets of revised plans for mechanical, electrical or plumbing plans.
  • Fire - resubmittals to the City's outside consultant shall clearly indicate all revisions on the plans by clouding and delta and shall provide written description of the changes upon re-submittal. 
  • Re-submittals will be directly between outside consultant and permittee.
