The purpose of the California Accidental Release Prevention (CalARP) program is to prevent the release of regulated substances and to prevent off site impacts if a release occurs. The CalARP Program specifies detailed facility operational and management requirements to prevent a release of a regulated substance in addition to providing specific community-right-to-know procedures. The Vernon Health & Environmental Control Department is the local CUPA and the Administering Agency for the CalARP program within the City of Vernon. Facilities with more than the threshold quantity of a regulated substance (list of regulated substances is provided below) may be subject to the CalARP Program.
